Education and/or Experience Combination (1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four year program of study that culminated in a baccalaureate degree. OR, (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (iASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, iASCP-BOR, or AMT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 (a) Experience. Must have 1 year of creditable experience equivalent to the next lower grade level, which is directly related to the position to be filled. a. Knowledge of Federal and state laws and regulations, laboratory accrediting and regulatory requirements in order to develop new policies and guidelines, formulate plans and the ability to judge effectiveness of the operation. b. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff. c. Knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff; recommendation of awards, advancements, and disciplinary actions. d. Ability to analyze organizational, technical and administrative problems to develop and implement solutions that result in efficient overall laboratory operation. e. Skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers. f. Ability to manage fiscal matters, forecast resource and equipment needs and administer the allocated budget. g. Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. ["The incumbent serves as a first-line Supervisory Medical Technologist in the Chemistry/Urinalysis section of the laboratory with responsibility for technical and administrative supervision of the clinical laboratory functions of the section. The position supervises five to seven GS-9 medical technologists and one GS-11 Lead Technologist. This position is located at the New York Harbor Healthcare System. The primary duties and responsibilities of the Supervisory Medical Technologist include but are not limited to the following: Overall supervision of the following disciplines in the Path & Lab Service: Chemistry, Special Chemistry, Drugs of Abuse, Immunochemistry and Urinalysis. Provides technical guidance to technicians/technologists when quality control or instrument problems occur. Prepares work schedules and assigns duties to subordinates to ensure efficient and timely performance of all tests and procedures. Assures orientation, training, and competency assessment of staff. Maintain laboratory supplies par levels. Place and expedite orders for supplies, verifying receipt of supplies. Evaluates reports abnormal and or critical results to appropriate individuals. Accepts referrals of abnormal or unusual results and observations from technologists and trainees. Advises on course of action to follow. Takes responsibility for the quality control program to ensure that appropriate records are maintained and investigates complaints from hospital staff concerning questionable results. Develops technical bulletins, procedures, training materials and other program materials, which ensure accreditation and compliance with all regulatory agencies concerning patient testing, result reporting, and proficiency testing. Develops and implements corrective action when deficiencies are identified. Maintains competency on all tests systems in chemistry and urinalysis departments. Regularly works Ability to work as a technologist, as needed, and accomplish duties specifically assigned to the technologist in at least two of the areas supervised. Sustains competency in those areas. Ensures activities associated with process improvement, customer service, data driven decision making or team driven change are accomplished. Reviews results of tests to assure reports are technically accurate and fall within the accepted limitations of test error. Spots difficulties and errors prior to their manifestation in a test run which would be outside the accepted limits of confidence for their values. Initiates and maintains a complex Quality Control Program for the Chemistry and Urinalysis section which is the keystone to all accurate and precise reporting of tests. Prepare policy/procedure manuals according to VA, Medical Center policies, FDA, CAP, Joint Commission and CLSI standards and requirements. Maintains the lab for all inspections ensures compliance with standards by reviewing checklist, manuals and regulations. Use of knowledge of medico-legal responsibilities; regulatory agency requirements including VHA Regional Commissioner, CAP, JACHO, Federal and State laws to assist service in ensuring that all clinical chemistry areas meet the accreditation criteria established by agencies.
