The incumbent serves as a Medical Laboratory Technician for the Pathology and Laboratory Medicine Services (PALMS) at the Battle Creek VA Medical Center. In addition to performing phlebotomy and Point of Care Testing (POC), the incumbent will be assigned to various higher-level duties according to the needs of the laboratory; plan work assignments and workflow; provide phlebotomy and specimen processing training and education. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: oversight responsibilities for work assignments and workflow; conducting employee or student training; assure routine venipuncture collections and specimen processing from inpatients and outpatients and send outs of specimen and packing and shipping to other facilities; performing venipuncture collections and specimen processing; technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience also includes experience in a healthcare setting performing phlebotomy; processing a variety of specimens using complex instrumentation; and maintaining laboratory instrumentation and equipment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of one full year of graduate education which included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and/or the biological sciences. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one-half year of full-time graduate education. The education portion must include graduate courses directly related to the work of this position such as chemistry, biological sciences, hematology, microbiology, serology, etc. and must have been obtained in an accredited college or university. Certification Requirement: Applicants must have current Medical Laboratory Technician certification from the American Society of Clinical Pathologists (ASCP) or American Medical Technologists (AMT). Physical Requirements: Physical demands may involve minimal lifting, standing, foot travel, bending, or sitting. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. Working within the laboratory there may be special requirements for agility or dexterity such as exceptional hand/eye coordination. Perform venipuncture collections and specimen processing, as needed. Performing routine and specialized tests and examinations using the techniques of medical laboratory practices in the chemistry, hematology, coagulation, urinalysis, microbiology, serology and immunochemistry. Performing complex laboratory procedures; recognizing deviation from expected results; analyzing and correcting problems using scientific principles with immediate supervision. Accessions/acknowledges the specimens using laboratory computer systems or designated backup systems and established guidelines. Processes specimens and selects appropriate procedures based on knowledge of the type of specimens, patient information, and resources available in the laboratory. Controls physical conditions and responds to time factors to insure that the physiological state of the specimen is maintained. Reports all critical values according to established guidelines. Enters results into hospital computer system, verifying accuracy, completeness and validity in the process. The incumbent performs tests that are new and involve very fine distinctions. Typically, many extremely delicate and exacting steps are required and the instrumentation is elaborate and complex. Prepares reagents, assembles equipment and verifies correct instrument operation. Maintains validity of assay system by appropriate testing of reagents prior to use. Evaluates the validity of data in relation to the test system assay procedures. Correlates and integrates information and performs additional testing to confirm abnormal results. Answering inquiries regarding test results, methodology, test specificity, test sensitivity, and specific factors, which influence test results with immediate or general supervision.
