This position is located in the Directorate of Clinical Support Services, Laboratory Department at the Naval Hospital Twentynine Palms (NHTP), Marine Air Ground Task Force Training Command (MAGTFTC) Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, CA.
The selectee serves as a Medical Technologist responsible for the Compliance Quality Assessment/Improvement (QA/I) Program of the Laboratory and manages the QA/I program in the following areas: Blood Bank, Microbiology, Serology, Chemistry, Hematology, Urinalysis, and Anatomical Pathology.
WHAT YOU WILL DO!
*At the full performance level you will perform the following duties:
*Develop a QA/I program to insure the quality of work carried out in all areas.
*Evaluate and monitor the proficiency testing programs to assure the adequacy of test methods, equipment, process and competency of personnel.
*Ensure laboratory compliance with accreditation standards and regulatory requirements.
*Write Standard Operation Procedures (SOP) and instructions relevant to a comprehensive QA/I Program.
*Maintain and index of all SOP's, master copies, and archive of obsolete SOP's and assure that each employee is provided with the necessary SOP's to perform assigned duties.
*Design and maintain an internal audit system to evaluate QA/I specimen collection, product testing, patient testing, storage, distribution, lot releases and computerization.

BASIC REQUIREMENT: Your resume must reflect you possess any ONE of the following:
1.Accredited bachelor's degree in medical technology, chemistry, or biology that included or was supplemented by at least: a) 16 semester hours of biological science of which one course was in microbiology and one course was in immunology; b) 16 semester hours of chemistry of which one course was in organic or biochemistry; AND c) 3 semester hours of college mathematics. 2.A full 4-year course of study that included or was supplemented by at least 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post-baccalaureate certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's degree in medical technology. 3.A combination of (1) at least 35 semester hours of biological science, chemistry, and mathematics as described in paragraph A above and (2) additional appropriate education and/or experience totaling 4 years. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in paragraphs 1 or 2 above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.
Certification: Medical Technologist (MT) or Medical Laboratory Scientist (MLS) certification from ASCP, AMT, or comparable organization is required for this position. You must submit a copy of your certification, failure to submit a copy will deem you ineligible for this position.
In addition to meeting the basic qualification requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience for GS-09: Experience as a Medical Technologist, assisting in a Quality Assessment/Improvement Program (QA/I) within the Laboratory Department for Blood bank, Hematology, Urinalysis, Chemistry, Serology, Microbiology, and Anatomical Pathology; using and maintaining equipment; setting up and monitoring quality controls and ensures compliance with accrediting and regulatory agency requirements OR 2 years of progressively higher level accredited graduate education leading to a master's degree or master's or equivalent graduate degree. (This education must be directly related to the position).
Specialized experience for GS-11: Experience as a Medical Technologist in the blood bank section of a clinical laboratory, with responsibility for performing a variety of procedures including complex analyses and infrequently requested test on various body fluids, blood and blood products; evaluating abnormal results; using and maintaining equipment; and setting up and monitoring quality controls; Ensures compliance with accrediting and regulatory agency requirements OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or Equivalent doctoral degree. (This education must be directly related to the position).
